Chairman Ken Schoppmann called the meeting to order at 7:07 P.M.

PRESENT TO SPEAK
Alex Strong, Fermi Road - feels that the Board of Education has room for further cuts with enrollment down.
Jim Bulick, 12 Laurel Dr, asked that growth in spending equal growth in the grand list.
Stephanie Summers, 4 Y Rd, said that the Board of Education was not an opportunity for savings. She supports the education and this is not just about being a parent.
John Collins, 10 Depot Rd, thinks that the Board of Education is reasonable, can't keep slimly adjusting the budget. .6% increase not unreasonable.
APPROVAL OF MINUTES
Motion to approve the minutes of the March 8, 2012 Budget meeting was made by Alan Ference with the following amendment, Robert Wiecenski seconded. All were in favor, motion carried.
Peter asked that the minutes reflect his comment about spending when asked what he thought of an increase.

Budget Approvals
Chairman Schoppmann directed the Board to start at the top of the list of accounts from the spread sheet that was distributed. A motion will be made then seconded, then discussion will be held if needed. Then we will vote on each account separately.
Motion to accept the budget request for #0121 Probate Court of $2,150 was made by Elizabeth Marco and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for #0126 Election Officials of $25,200 was made by Elizabeth Marco and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for #0131 Board of Finance of $3,713 was made by Elizabeth Marco and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for #0132 Treasurer of $28,401 was made by Elizabeth Marco and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for #0133 Auditor of $36,000 was made by Elizabeth Marco and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for #0135 Board of Assessment Appeal of $1,273 was made by Elizabeth Marco and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for #0151 Town Clerk of $95,792 was made by Elizabeth Marco and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for #0161 Conservation Commission of $1,500 was made by Elizabeth Marco and seconded by Alan Ference. Robert Wiecenski voted no, all others were in favor, motion carried.
Motion to accept the budget request for #0171 Planning & Zoning of $114,994 was made by Elizabeth Marco and seconded by Alan Ference. All were opposed, motion failed.
Motion to accept the budget request for #0171 Planning & Zoning of $96,440 was made by Elizabeth Marco and seconded by Alan Ference. Peter Latincsics voted no, all others were in favor, motion carried.
Motion to accept the budget request for #0172 Zoning Board of Appeals for $4,270 was made by Elizabeth Marco and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for #0175 Economic Development of $900 was made by Elizabeth Marco and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for #0176 Inland/Wetlands Comm. of $2,000 was made by Elizabeth Marco and seconded by Alan Ference. All were in favor, motion carried.

Motion to accept the budget request for #0221 Ambulance Grant of $325,500 was made by Elizabeth Marco and seconded by Alan Ference. Peter Latincsics voiced his concern with the large increase because of the Union contract. Chief Millix informed the Board that the increase is all salary, if cut it would mean loss of coverage and lost revenue. We have 24/7 coverage now. Vote was taken, Peter Latincsics vote no, all others were in favor, motion carried.
Motion to accept the budget request for #0231 Fire Marshall of $21,823 was made by Elizabeth Marco and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for #0232 Fire Protection of $257,040 was made by Elizabeth Marco and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for #0234 Emergency Management Dir for $7,000 was made by Elizabeth Marco and seconded by Alan Ference. Peter Latincsics abstained, all others were in favor, motion carried.
Motion to accept the budget request for #0512 Recreation Commission for $43,682 was made by Elizabeth Marco and seconded by Alan Ference. Peter Latincsics abstained, all others were in favor, motion carried.
Motion to accept the budget request for #0517 Library of $136,206 was made by Elizabeth Marco and seconded by Alan Ference. Discussion followed. Peter Latincsics voted no, all others were in favor, motion carried.
Motion to accept the budget request for the Board of Education for $7,660,378 was made by Elizabeth Marco and seconded by Alan Ference. Discussion followed. Vote was taken - No - Ference, Latincsics, Brown, Yes - Wiecenski, Schoppmann, Marco - motion failed.
Motion to accept the budget request for the Board of Education for $7,639,378 was made by Ann Marie Brown, Alan Ference seconded. This would mean a reduction of $21,000 from the original requested amount, which is equal to a place holder for insurance. All were in favor, motion carried.
Discussion was held and it was decided to vote separately on each department under the Selectman's Budget.
Motion to accept the budget request for #0111 Selectmen of $105,833 was made by Elizabeth Marco and seconded by Alan Ference. Vote was taken: Yes - Ference, Schoppmann, Wiecenski, No-Latincsics, Brown, Marco, motion failed.
Motion to reduce the Selectman's Budget by $14,900 was made by Peter Latincsic. There was no second - motion failed.
Motion to accept the budget request for #0111 Selectmen of $102,833 was made by Elizabeth Marco and seconded by Ann Marie Brown. Vote was taken: No - Ference, Latincsics, All others were in favor, motion carried.
Motion to accept the budget request for #0130 Accounting Services of $189,651 was made by Alan Ference, Ann Marie Brown seconded. Peter Latincsics abstained, all others were in favor, motion carried.

Motion to accept the budget request for #0137 Revenue Collector of $68,576 was made by Alan Ference, Elizabeth Marco seconded. All were in favor, motion carried.
Motion to accept the budget request for #0141 Town Council of $36,500 was made by Alan Ference, Elizabeth Marco seconded. Alan Ference voted yes, all others voted no, motion failed.
Motion to reduce the budget request for #0141 Town Council of $24,000 was made by Peter Latincsics, Elizabeth Marco seconded. Peter Latincsics voted yes, all others voted no, motion failed.
Motion to accept the budget request for #0141 Town Council of $30,000 was made by Ann Marie Brown, Elizabeth Marco seconded. Alan Ference voted no, all others voted yes, motion carried.
Motion to accept the budget request for #0181 Town Office Operations of $77,568 was made by Alan Ference, Elizabeth Marco seconded. Peter Latincsics votes no, all others voted yes, motion carried.
Motion to accept the budget request for #0182 Town Hall Operations of $6,519 was made by Alan Ference, Elizabeth Marco seconded. Vote was taken no - Marco, Latincsics, Brown, yes - Schoppmann, Ference, Wiecenski, motion failed.
Discussion followed. It was realized that the electricity was over spent last year, therefore the increase was warranted.
Motion to accept the budget request for #0182 Town Hall Operations of $6,519 was made by Ken Schoppmann, Elizabeth Marco seconded. Peter Latincsics voted no, all others were in favor, motion carried.
Motion to accept the budget request for #0183 Consulting Engineer of $29,000 was made by Alan Ference, Ken Schoppmann seconded. Peter Latincsics and Robert Wiecenski voted no, all others voted yes, motion passed.
Motion to accept the budget request for #0185 Senior Center of $24,178 was made by Elizabeth Marco and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for #0233 Public Safety of $27,218 was made by Elizabeth Marco and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for #0235 Fire Main and Hydrant of $6,134 was made by Elizabeth Marco and seconded by Alan Ference. Robert Wiecenski vote no, all others were in favor, motion carried.
Motion to accept the budget request for #0241 Building Official of $18,225 was made by Elizabeth Marco and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for #0311 Public Works of $943,440 was made by Elizabeth Marco and seconded by Alan Ference. Ann Marie Brown voted yes, all others voted no, motion failed.

Motion to accept the budget request for #0311 Public Works of $884,440, which is a decrease of $59,000, was made by Alan Ference. Robert Wiecenski seconded. Vote was taken, no- Schoppmann, Brown, Marco, Yes - Ference, Wiecenski, Latincsics. Motion failed.
Motion to accept the budget request for #0311 Public Works of $893,440, was made by Ken Schoppmann. Elizabeth Marco seconded. Ann Marie Brown voted no, all others were in favor, motion carried.

Motion to accept the budget request for #0351 Transfer Station of $250,195 was made by Elizabeth Marco, seconded by Robert Wiecenski. Robert Wiecenski voted in favor, all others voted no, motion failed.

Motion to transfer $28,700 from the Emergency Services Fund toward #221 Ambulance Grant was made by Alan Ference, seconded by Ann Marie Brown, motion carried.
Motion to apply $275,000 from the General Fund to the 12/13 FY budget was made by Alan Ference, Elizabeth Marco seconded. Vote was taken - no - Latincsics, Brown, Schoppmann, yes - Ference, Wiecenski, Marco. Motion failed.
Motion to apply $300,000 from the General Fund to the 12/13 FY budget was made by Ann Marie Brown, Peter Latincsics seconded. Vote was taken - yes - Latincsics, Wiecenski, Brown, Schoppmann, no - Ference, Marco, motion carried.

CORRESPONDENCE
Letter from Town of Killingworth - Chairman Schoppmann distributed copies of the letter that was received at the last meeting. He asked for feedback from the board via email.
